Stuttering
Many had posted about stuttering but haven't found a fix for mine.

Any 2021 solution of someone that had stuttering when panning camera, when loading/transitioning areas or (apparently) when there is too much smoke effects (mansion burning/escaping sinking ship)

Any help appreciated.

rig is

fx-6300
RX 570
win 8.1

I found this fix on PCGamingWiki:

1) Open regedit.
2)Go to HKEY_CURRENT_USER\SOFTWARE\Crystal Dynamics\Tomb Raider: Underworld\Graphics.
3) Modify DisableDynamicTextures and DontDeferShaderCreation to 0.
Click OK.

This fixed for me the slow loading but the stuttering is still present, maybe you'll have better luck. Hope it helps
FX 6300 is an extremely weak processor and is bottlenecking your RX 570. Would not be surprised if that was partially to blame. Even the flagship FX 9590 isn't even anything to brag about now with Ryzen out for a few years.

I don't remember correctly, but this game I think had a problem with shading. Disabling it fixed the problem.
I know, it sucks to disable the shadows, but it is what it is ... the game is quite broken, there are several bugs.
try and tell me if it worked.

I remember trying some reg edits about shaders and probably already tried lowering options to minimum.

I got it always installed and will give it a try on my next gaming cycle.

I played around to check what I said.
Yes, I have everything set to maximum but the shadows are off and the game runs perfect.
If I enable them, the stutter makes it unplayable.
The only game that happens to me.
You also have to use V sync on, otherwise you will have other problems, such as not being able to complete some puzzles.
Another tip: In radeon software, tessellation is always active in all games. I recommend disabling it ... it always plays havoc with games on these mid-range cards, it generates a lot of stuttering and low fps.

Yes the FX processors are weaker than their Intel counterparts. Not only is their single core performance very weak, but AMD also lied about the core count of those. RX 570 is being severely bottlenecked by Bulldozer but of course it won't be noticeable in such old games. Self projecting won't do you any good.

Tessellation and other features are never enabled by default unless the user chose to. Just stop writing misinformation. If you're getting performance issues from such an old game that isn't optimised like Crysis then it's your system that's the problem. There are literally potato CPUs in Chromebooks from 3 years ago that destroy the FX chips.

For the most part but it sort of is because FX processors have weak single core performance which games up until 2018 relied heavily on compared to multicore performance.
