Caged cat song location help required (minor spoilers)

So I know (checked guide) where is a last caged cat song. It's above blow-up zone, above rat rotating wheel, left from large cat room.

I just have no idea how to get there. I've checked guides, maybe I'm missing some items that could help me to get there, but no, I got everything possible to this game point.
So how to get there? It's just too high. I can fly on disk, but it's too high to jump from disk. As I know I can't use bubble when I'm flying on disk. So how then?

You can use just the Bubble Wand, you don't really need other items.
If you don't see how you could get up there with just the Bubble Wand, you could try to find the skull room, located near the end of the game, it might be helpful.

Your tip about using just Bubble wand helped, but it's crazy. I just thought it's impossible so I didn't even tried it, but it's possible. So I used it to get what mentioned in second tip, and then it became playable in healthy way.

For the record, even the bubble wand is optional-ish. You only need it to make the gap to the left side. From there, you can bounce the frisbee on the wall and fly back and forth. While doing so, you can jump off and throw it at another wall on the way up so that it bounces and catches you on the way down. Do this twice and youre high enough to make it.
