For anyone else finding this, you have to go around (by the humming birds)
Edit: nevermind, it's actually much easier to just use the disc and go the humming bird route. b.b.wand is still a useless upgrade, it seems
Maybe it's just for funsies? I definitely enjoy just blowing a billion bubbles as I go through screens.
As for what's at the top, there is a secret to the left that you can't access until you get the final end-game tool, but there is actually another secret on the right side of the well that you can access earlier, if you have the ability to dig.
However, I don't know if that's 'worth it' to you. It definitely isn't a progression item or tool that makes it easier to advance. It's just cutesy hidden stuff for the sake of cutesy hidden stuff.
