Bottom left flame

So I got 3 flames but I can’t for the life of me figure out how to get to the bottom left one. (The seahorse one which is just by the fast travel hub on the map) Anyone out there provide me with a subtle hint?

Thanks but no help. I can’t even get to the bottom left area. It looks like I have to drop down where I’ve drawn the arrow on the left here:

Right in that long drop by your arrow, float down on a bubble and explore a bit

you'll need to use both the bubble wand and the disc.
