I might be softlocked?

I'm just past the first ostrich. In the room with the green platforms that go down and the orange blocks that move horizontally. I got back up here and the blocks are moving to the right after pressing 3 buttons in the cat cage room. Now I can't get back or reverse the orange blocks.

You are not softlocked and it sounds like you are exactly where you need to be.

There appears to be no way to reverse the direction of the orange blocks. I can reverse the green ones, but the orange ones always go to the right, and I can't get back to the cat cage room

Just because the platforms move to the right, doesn't mean you can't go left.
