What engine is this?
Is this the Beevis Engine 5.0 by any chance?

I assume you're just making a joke considering your suggestion, but in case you actually want to know: none. Just (presumably) C or C++, going off the credits listing stb_image and std_vorbis. Those are single-file libraries that compile in both those languages, though there may be wrappers for other languages. If I had to guess I'd go with C++.
Since it doesn't list any other library, Billy presumably did everything including window handling himself, not even using a framework like SDL. So just directly using the Windows API (or equivalent on consoles) and then using either OpenGL, DirectX, or Vulkan to access the GPU.

Which is what I said.
Using a library like SDL/GLUT/SFML/etc. to get a rendering context is still considered "not using an engine" AKA your own engine. Billy did use two libraries for reading images and sound files after all.
