Since it doesn't list any other library, Billy presumably did everything including window handling himself, not even using a framework like SDL. So just directly using the Windows API (or equivalent on consoles) and then using either OpenGL, DirectX, or Vulkan to access the GPU.
As far as i know its a in house engine made by the developer just for this game
Using a library like SDL/GLUT/SFML/etc. to get a rendering context is still considered "not using an engine" AKA your own engine. Billy did use two libraries for reading images and sound files after all.
