Sorry to hear about the trouble. Could you try updating your video and sound card drivers to see if this helps?
Just to confirm, do you also have a sound card installed?

C:\Program Files (x86)\Steam\steamapps\common\Strategic Command Classic WWII
From here you should see a file called 'regsvr32_dx7vbdll.bat'
Right click on this file and select 'Run as Administrator' to see if this does the trick for you.

Navigate to the following folder for the Pacific game (change username to your username):
C:\Users\<username>\Documents\My Games\Strategic Command Classic WWII - Pacific
Open the file sc2.ini and then change the following line to this:
#SOUND_EFFECTS= 0
Then try and launch the Pacific game to see if this now works for this game at least.

I would very much ask you to fix this as soon as possible. I actually paid money to update to the steam version and now the game is broke.
Try running Steam client as administrator:
Run Steam as Administrator
- Navigate your Steam installation file (By default, it is in C:\Program Files (x86)\Steam).
- Right-click the Steam executable.
- Follow the above steps to set it to Run as Administrator.
- Restart Steam.
