Yeah, I read that. But UPlay login and everything worked fine. it seems to me Steam is not providing the CD key when calling UPlay. I could understand a failed activation attempt due to overloaded servers, sure. But it looks like I don't even get that far, like the key is missing and the activation attempt can't even happen.
No, it doesn't, sadly.

EDIT: Nevermind, I also don't see it for other UPlay games.
I tried that two times now and also restarted uplay. no dice.
- Do NOT start the AC:O exe as administrator. This wiill result in the "insert activation code" message.
- Start Steam.exe as administrator. This will make it possible to start the game.
What worked for me:
- run Steam as administrator.
- do NOT run UPlay as administrator (if you have set this option for the exe file, you need to undo it).
