Report a translation problem
You just have to explore around, kill mercenaries or do quests to find information on higher tier mercenaries that are unknown so they'll appear on the map and then hunt them down. (Some of the higher tier mercs are members of the cult as well, so that's another way to track a few down.) If you keep up large bounties, mercs around your tier can come after you as well.
The arena has a few different mercenaries in it, including a few of the high tier ones, and it's located on the north-easternmost point of the Pephka region, on the island of Krete in the very bottom right of the map.
I'm sorry that you've had an issue with the rank gained after killing mercs in Assassin's Creed: Odyssey.

But it was annoying that the game didn't seem to detect any progress, no matter how many mercenaries I killed, even higher ranked ones than me. The game just reorganised the line-up, and even replaced some the next time I started the game.
