Ubisoft are unable to access or unlock achievements for players on any platform such as Steam, as we do not have that ability, unfortunately.
Sometimes however, there can be a workaround in Steam to edit your save file in a text editor like Notepad etc, to allow the achievement to be unlocked again.
Inside your local save file, there may be a section that says <achievements> </achievements> between these two sections there should be names of the achievements the game recognizes you have attained.
If the game actually registered the achievement as completed, but did not sync this with Steam, you can edit this file and remove the achievement names from between the <achievements> </achievements> entry.
This should then allow you to complete the conditions of the achievement again and hopefully, synchronize this to your Steam account on a second attempt.
Please always make sure to backup your save file onto your desktop first, before trying this workaround, in case your save file becomes corrupted.
