I'm just mad man, this game tears and stutters so much I just can't believe it, I guess I have to play it at 30 fps like they recommend.
That is even worse in my opinion.
I would highly recommend you use DDU to clean out your display driver and completely remove GE. It is terrible and adds a lot of telemetry onto the system which can take up unnecessary resources.
If you dont use it to record your games it is really pointless software. So run DDU and install latest driver from NVIDIA.

If that doesnt help see if your motherboard BIOS needs to be updated. If an update is available make sure to default settings first. Apply the update. Than load optimal settings of your choice. Load correct XMP profile if supported.
Also make sure Windows 11 is up to date on latest public release. No insider, preview, or optional updates.
You can also try disabling all non essential programs, tasks, and services from starting with the computer. So you basically want a clean boot to see if other software maybe causing the issue.
You can also try locking frame rate at 60FPS with Vsync on. That will help with stutter.
The first video that comes up when searching google has an 8700K, same GPU, and averages around 60. Some dips are as low as 49 in cut scenes but it is 4K so that is to be expected since they have max settings.
You can put settings to high and you will barely notice a difference in the environment. Only settings that are really noticeable in this game is for the characters. Especially for running at 4K it will help.
You can also set fog, volumetric clouds, ambient occlusion all to medium with barely any visual difference. Also keep depth of field off. Will give a nice boost in performance. Clutter as well takes a toll so maybe keep that on high.

Just wanted to say I figured something else out so apparently my monitor supports up to 144hz I just had to overclock it with the settings specifically on my monitor and not through my computer that fix my issues even more on top of your recommendation :)
Good stuff! Yes, having your monitor set to its native specs will also help smooth things out. If 144Hz is or not but having that set up right will absolutely help smooth out performance.
