*SPOILER* Finding the Master after the plague starts
So I believe I f**ed up. I've forgone the Athenian sidequests (especially the Free Speach, which is the starting quest for the Master Cultist - one of the Eyes of the Cosmos) the first time I visited the city, was too eager to get to other places and explore. Now when I got back, the plague has started and that quest has been automatically fullfilled. Problem is - now the whole questline is unaccessible and thus I can't find the guy.
Is there any other way to get at him or I should just go back a ton of time and restart from a much earlier save?

As mentioned by BrianDavion, this is intentional. You are not supposed to leave until you have completed this section.
