You could try verifying the game files, which will check for any missing or corrupt files and replace them. You can do this through the steps in the guide here

I have tried to verify the game files and it did not work. I also tried to reinstall the game but the problem is the same. She seems to have fallen/spawned outside of the map.
Should I create a ticket for this on the official website? Is it possible for you to manipulate my game data and fix it since everything is synced with the ubisoft cloud? Or should I just restart and hope that it does not happen again?
You may need to reload to the last save you have before this started to happen.
I would though ask you to create a case through the Support Site and include a Zip file with you current Save in it. That will help us to look into this.

There was no solution to the issue. I uploaded my save file, gave them some screenshots of the issue and they asked for a video of the problem. In the end I decided to start over on a fresh save.
Deianeira is about 5400m beneath me.
Is Ubisoft aware of this bug? Is a fix coming?

At this point there is no use getting the clue from the town as she is outside of the map. I am not sure what triggers her falling through the ground but the way I managed to prevent it was to approach the marker from the west, like Hill of the sacred war or Valley of the snake, and then ride to Reborn Hills to find her with a bodyguard just walking around close to the crossroad where I think she fell through the ground the first two times. From what I have seen you can find her as a random encounter there as well before you have the quest so I think she patrols that area.
Now I cant say this will sovle the issue for anyone else but give it a try if you have a save from before she fell, just try to approach her location on the map from quite far away and try not fast travel to any location south of her position. My guess is that some event triggers her to spawn and collide with her bodyguard and they both fall out of the map since when Deianeira is 300-2000 meters below the ground her bodyguard is nowhere to be found either.
In the end I had to restart with a fresh save the first time it happened but the second time around I found her at the crossroads close to Reborn Hills at the "There is information in the city of Orchomenos west of Lake Kopais" stage of the quest. But like I mentioned before I went to her location from the west instead of the south and I did not fast travel that time.
