I'm sorry to hear you are having a 100% CPU usage issue.
I have provided some solutions below that I have seen have worked for other players on various games and saved these tips in case it helps, so hopefully you may be able to apply them here to help too:
- Set vsync to 60Hz and lock the FPS to 120 OR deactivate Vysnc completely and lock the FPS to 120.
=> Nvidia control panel: Manage 3D settings -> Global Settings -> Vsync -> Force On
=> AMD: Catalyst control center -> Gaming -> 3D Application Settings -> Wait for vertical refresh -> Put the slider "Quality" on "Always On".
- Some applications (like Discord or Team Speak 3) are known to contribute to this increase in the CPU usage. Please try shutting these down and any other background applications you don't need running during gameplay.
- Setting CPU affinity to 4 cores and changing CPU priority to realtime also helped some players.
I apologise for any inconvenience caused from it but hope some of these suggestions help out for you.

fixed it by setting latency mode to ultra in Nvidia settings but CPU still at 90-100%
Other things I tried- run AC:O as administrator
reinstalled the game
reinstalled GPU drivers
I updated all drivers

Okay, so I tried to mix fixes(vsync on,60fps lock-if I lock at 120fps cpu usage is higher,lower settings,run as adminstrator,disable full screen opt, change cpu priority to real time) and it works but not much. From 90-100% cpu usage to 75-100% usage. I tried to run AC Origins on ultra 1080p 60fps lock and my cpu usage was 50%... :/

As something else to try, could you please try disabling the Ubisoft Connect[support.ubisoft.com] overlay and let us know if there's any change?
We have had other reports of the overlay causing issues in other titles, so worth checking if this is the case here too.

Yes I came here for the higher than acceptable CPU usage (on 9700k bottlenecked) and I found only nonsense. Drops to 50fps in most cities with a 4080 with cpu at 100% all the time.
