Cultist not spawning in (Sokos)

Hey, searching this shows no results of a similar issue. Im wondering if im messing something up here

I have completed the Family and Finding Atlantis oddessies so I currently only have to hunt down the remaining cultists in the game. I have killed everyone but cant seem to get Sokos to spawn. I have lowered the Petrified Islands Fortification and triggered the Sea Battle. However Sokos isnt spawning in. Nor does he become available to unmask after. I have attempted the Battle 3 times now (Spartan then reloaded, Did athens, figured maybe it glitched so re-demoralised the islands and triggered the battle again. But still nothing)

I have killed every cult member barring Sokos, The cultist he unlocks, The Sage and the Ghost.

Am i missing something or is my save just bugged. I dont intend to redo the game to try this again.

Can you please provide us with a short video of this occurring showing your actions, your map, and your clues (they're available within the Cultists menu)? Once received, we will be able to investigate it further for you.
