Report a translation problem
First, in Steam, under game properties for AC Odyssey, click on the controller tab, and make sure whatever controller you want to use is selected. This is a game dependent setting, so make sure the right controller is selected; in your case the Steam Controller.
Two, if number one doesn't help, then launch Steam in Big Picture mode, then launch the game while in Big Picture mode, and see if the Steam Controller works then.
Three, if none of the options so far has help, then you may have to disable ubisoft connect after game launches, by stopping the process by using Windows Task Manager. So you know, ubisoft connect is only used for 3 reasons. One of which is a DRM check in the beginning, just before the game launches, the ubisoft store, and ubisoft rewards. It is possible that somehow ubisoft's software could be interfering with Steam, but rule out numbers 1 and 2 first. If you don't need to use the ubisoft store or rewards, then number 3 may work for you.
Unfortunately, I can't be any more helpful to you then this, as I do not use a Steam Controller at all. If nothing I wrote here helps, then expand your search using google to find any additional controller setting within Steam I may have missed, or a Steam Controller user guide.
