The first quest proper after the prologue quest you've done is called "The Isu Beckon", Trials of The keeper follows this quest. If you've already downloaded The Fate of Atlantis Episode 1 DLC but have been unable to start the first quest following its release, please make sure the content is fully installed.
Below you will find the dedicated FAQ's that can assist in locating your content for download:
Uplay PC & Steam - https://support.ubi.com/en-US/faqs/000026437
Once Episode 1 has been installed correctly, you’ll be able to find the The Fate of Atlantis DLC in the main menu.
The first quest of this DLC is called “The Isu Beckon” and is located at the Gateway to the Lost City.
If you're still unable to locate the quest after this can I request that you open a support ticket here[support.ubi.com] so we can take a look over your Ubi account and assist further, please?

Due to absent of DLC section on my UPlay PC application (I don't know why, but somehow it doesn't show up.), I checked it in the game store page and all episodes were marked as 'installed'.
Even though it is all installed, the quest did not appear, so I have already posted a support ticket on the UPlay support a few days ago.
Here's my support ticket link and number.

Thanks for the update and I now understand where your issue lies. You see for DLC to be compatible both the base game and DLC need to be purchased on the same platform, so in your case this means both on Steam as that's where you own the base game. As a result of this I will now refer your case to your regional store team to provide you with a refund for the DLC as you will not be able to access the content without the Steam version instead.

Refund SP and then buy from Steam.
Hi, as advised the only way to resolve this would be to refund the incorrect version which should allow you to purchase this on the correct platform. To do so, please feel free to contact us directly through our Live Chat[support.ubisoft.com] service when this is available or via our social media accounts on Twitter or Facebook[www.facebook.com]
