Does it allow you to speak with them over and over or just the first time you went back?
Something you can try, if you have it available, is loading a Save from before you completed the objective or before the quest was picked up and try going through it again.

In order to talk to Polemarch, can you please ensure you have fulfilled the conditions to start the big conquest battle.
Conditions are as follows (on Delos and Mykonos islands):
- Burn war supplies;
- Pillage nation chests;
- Kill important soldiers;
- Destroy weapon racks.
When the nation power reaches one-third, you will be able to talk to the Spartan Polemarch.

I had the same bug and getting the nation power to a third (well, just below) fixed it for me.
