It's a nuisance but I found that quitting to the title screen and reloading the last save, i.e. clicking 'continue' in the main menu, fixed the freezing player model every time. Sometimes the freezing was really severe, like every 2-3 seconds, but reloading would always fix it.
As for the infinite loading, try using ctrl+alt+del to bring up the task manager options, then clicking cancel. No idea why that works but it breaks the impasse and loading will continue normally. Sometimes I didn't even need to do that and just tapping Alt + tab to minimise/maximise the game would break the loading impasse.
So I did find a solution...kinda.
Going offline fixed all the constant loading and missing textures. I disabled my ethernet adapter but I bet pulling the cable would have the same result. Hope they fix this. I have a feeling it's an issue with Uplay's cloud sync.
Soup's workaround made me suspect some component of Uplay was attempting to call home and might have been impeded by a firewall or connectivity issue.
The main game's excecutable, "ACOdyssey.exe" was already allowed through Windows Firewall, but I could not find any related exceptions for Uplay in the Windows Firewall.
In my case, allowing the Uplay executables through Windows Firewall resolved the issue. I haven't been able to reproduce the freezing/hitching since this happened. These are the actions I took:
Exception Settings can be reached under either "Windows Security > Firewall and Network Protection > Allow an app through Firewall" or "Control Panel\System and Security\Windows Defender Firewall\Allowed apps"
Clicked "Change settings", then clicked "Allow another APP" button. Clicked "browse" and navigated to the path of the *.exe files in the game launcher folder and added them one at a time.

I imagine that if any other software or hardware firewalls were active, they would have to allow the traffic through as well.
I hope this helps someone.
It turned out that the background download of an update for another game (Hitman 2 in my case) was bugging out Steam, causing my SSD to fill up and the disk usage to max out. I got it fixed by going to Settings > Download > Clear Download Cache, pausing the update installation after restarting Steam, and by moving some of my games to another disk before resuming the update.
In short, check if anything could be causing high workload on your SSD and/or if it's getting full.

My solution was to download Nvidia experience and update the Nvidia driver and everything went back to normal
Obviously this might not work for everyone but this fixed my freezing issue
