I think once this is fixed, it SHOULD resolve the rest.
On a side note, I never remember Origins having this many game breaking bugs. Of course, Origin wasn't as epic as Odyssey. The bigger the game, the bigger the bugs. :)

I filed a support ticket with UbiSoft to investigate. I will say I never saw anything like this in Origins. I wonder how many more dead quest givers there are.

Looking through the thread, you did a great job doing your research regarding this quest. The detective work lead to quite a strange reason. Thanks for providing an image. Would you kindly let me know what you ticket number is?

It looks like Andrew M @ Ubisoft Support just replied within the half hour.
I believe there's a mention of this thread on the ticket but if you'd like to let you co-worker know that would be awesome. :)

The solution was to restart the game.
The cause was the trainer from CheatHappens. They haven't officially acknowledged their trainer as the cause, but I know for a fact it is. On my second play-through, I didn't use the trainer and did not encounter this issue once.
