AC Odyssey "Port of Lawlessness" quest - burned the goods before getting the quest

In the quest "Port of Lawlessness", you need to burn the 5 goods to be able to progress. I was in the area and cleaned house before ever getting the quest. They have not respawned, so now I'm stuck.
I would have hoped either the initial burning would count toward the quest objective, or a goods respawn would be triggered upon receiving the quest.

I've been wondering whether a change of leadership in the area will respawn all the goods/crates, but haven't tested it as it would require a lot of time.

Would greatly appreciate any insight from players with the same or a similar experience, and how to circumvent this issue.
A dev's comment would of course also be appreciated.

I found out that I didn't need to burn the nation goods to complete the objective, but the unmarked brown piles of crates. Once I burned one, the others got a small yellow triangular mark on them.
