Report a translation problem
I did do a verify on all files and everything is fine
I can't remember well enough about the quest, I wonder if it's possible the slave you had to speak to was run off by a large, perhaps even, tall bear.... or something.... I had that issue earlier with another quest...
Or even just exploring the water and getting the quest item?
Sorry if I've not been of much help. but didn't look like anyone else was responding.
Also if I do the tax man cometh.. once it's done, the main quest still says I have to do it LOL
But let's hope Redbread has a look at this and reports the problem before we get THAT far into crazy fix territory....
Fortunately the game is massive, hideously huge, hopefully other quests in the game still work for you. I suggest going to Crete, lovely place, lot's of stuff there and some very amusing quests. I didn't see any bears, you could be a trend setter.

This happened to me too, can't finish this because the quest NPC is dead, the bug still exists in version 1.3.0

I'm sorry to hear that you are experiencing this issue. Can you please provide some further information:
. Are you playing a normal or NG+ game?
. Did you see the objective to defend the contact from the thugs? Or was she already dead?
. Did the objective marker lead you to her location?
. Was there any thugs to fight?
. Did you perform a save/load action during the quest?
. Did the game crash at any point during the quest?
. Do you have a previous save you can load before you accepted the quest?
. Please provide a screenshot of your quest log screen and select 'Blood and Water'.
Could you also submit a support ticket[support.ubi.com] and attach a copy of your save files.
Each save will have a separate file:
- 2.save
- 3.save
- 4.save, etc.
Please note that "1.save" only contains settings and does not need to be submitted.
Once you have created a support ticket can you reply in this thread with your ticket reference number.
I can then pass this onto the dev team to investigate further.
