Some side quests are not appearing

I'm having an issue where seemingly random sidequests are just not appearing on the map for no reason, If i go to the starting location the quest givers just stand around and i csnt talk to them. I know where and when the quests are supposed to start because I've already done them on another save, but for some reason they're not appearing on my new playthrough.

Not sure how i can prove it, they're just not appearing, how am i supposed to show something that isn't showing up in the first place?

The biggest offenders of this issue are support quests, and i've also had it happen with the quest 'Left For Dead' and i've heard others are encountering the same thing with 'Helping A Healer'.

Providing a video would show exactly what is not working as intended.

It would show that an NPC isn't displaying a quest, as you have said.

Once you have provided any images or videos, I can pass them on to the team.
