I might question initially why you are striking dogs with a large stick
Although potentially monstrous, have you tried it against other dogs and does it always kill them?

If I were to guess wildly, maybe animals not subject to "Tame Animals" don't have a KO state? That applies to... hm, wolves, leopards, lions, lynx or bears. I suppose testing to see whether paralyzing arrows KO or kill goats or (regular, domesticated) pigs would clarify.

Wild boar, interestingly, can be knocked out even though AFAICT you can neither tame nor carry KO boars; nor can you loot them, until you kill them.
Perhaps the boars were originally intended to be tamed or there is a quest where you need to knock them out.
