Bug with "Thought and Deed"

I have no option to talk to the philosopher, so I can't turn in the quest. This was in Megaris, if it matters.

Good Morning Sentient_Toaster!

Would you please attempt to verify the game files, leave Megaris and sail directly from one island to another, come back to the area and check the NPC again for me? Thanks!

Can't, as that NPC might have had an unfortunate accident shortly afterwards.

I'll see about traveling away if I run into another example.

I went elsewhere then try to go back, the game stopped working. https://ibb.co/cNzrSZp
I don't know if it was restarting game or leaving the area method worked.

After restarting game, I was able to finish this quest.
