Uplay version uplay handles the downloads and Uplay usually updates on that early time.
In other words unless you own the Uplay version (game and season pass) you can't download from Uplay to the Steam version.

Have you tried closing the game and then verifying the game files? This will check for missing or corrupt files and replace them, which you can do this through the steps here

We're aware of some issues that were occurring last night on Steam, with the DLC not showing. Are you still unable to access it now?
If not try opening the DLC section for the game on Steam, un-tick and then re-tick the Fate of Atlantis box. Some users found that allowed them to update the game.

Edit: re-installing all DLC's as a last resort now, will update on whether it's fixed or not.
Response: Nope.. not working for me, don't have any new quests.
