Can’t find A-Musing Tale (spoiler?) HELP

I don’t know if I didn’t confirm the kill or not, but I can’t get Rhexenor Cultist. Not sure if I missed A-musing tale quest or not? Anyone know a way to find and kill him without doing the quest? Says on the Cultist page I need to “continue my odyssey”

Go to the area that the clue mentions and just start helping people in that area. He'll pop up.

Many quests in the game ( like A Friend in Need) are simply found by stumbling into them. An A-Musing Tale is not one of them. An A-Musing tale is given to you rather late in the main story line. 'Continue your Odyssey' may sound enigmatic, yet it is good advice.
