You want to be set at 98hz in 4K to be able to use HDR with that monitor as its limited by bandwitdh.
Yes for this game it works like that I forgot almost every other game you need HDR enabled in windows like Shadow of War, Madden 19, Shadow of the tomb raider, Forza Horizon, etc...I think almost all ubisoft games with HDR work like you described above.

First thing just to clarify The 2080 is hdmi 2.0. Make sure your refresh rate is set to 60hz and see if that fixes it. Also make sure using full screen.

Ok what about full-screen? Like not borderless or windowed. Are letting windows pick color format in nvidia control panel or manually selecting one? Another thing to check is to make sure you not using custom resolution in nvcp.
Another thing to try would be turning HDR off in windows and then launching game and see if HDR can be turned on from off within game settings.
Another note is things like msi afterburner/riva tuner can sometimes conflict with HDR so launching game without those running then seeing if HDR is working/enabled then minimizing and turning them on should be fine.
Also if you have any other ubisoft game that supports HDR see if it works normally with that like AC:Origins, Wildlands, etc...
2) All nvidia settings are set up to default
3) No custom resolution in nvcp, I use everywhere 3840x2160 resolution (including game) which considered as recommended
4) I tried to turn off Windows HDR - same result
5) I do not have neither afterburner (I have Asus card), nor riva tuner
6) Ok, will check other Ubisoft games - didn't have chance to do it yet
borderless is the problem you need to be full screen.
