Is the game clear on when you can upgrade? I believed the quest said I was needing 3 fragments for next upgrade.
In my experience, the "game management" is clear, when following the main quests in the right order. Also in regard of the Leonidas Spear upgrades, no issues for me.
Example, spoiler: In Delphi, you meet Herodotus. There you get "Infiltrate the Cult" quest. From there on, when done that, you have the new menu point "Cult", which is an important part of the game, likewise that Herodotus companies the following main quests.
In my playthrough (PT), the isle Andros (Ancient Forge for Leonidas Spear) has level 15 enemies (wild animals and one cult member including camp NPCs, and except a discovered certain NPC in a cave at a coast area, that should be avoided of course) - like my protagonist Kassandra on level 15.
Among the Cult menu point, the weakest discovered Cult member has level 13 in my PT, and other then upwards levels. This is similar "structured" like the mercenaries.
However, the level for main quests is steered by the player level. Means, when you do all and every additional quests that you see on your exploration travels, you'll update your level accordingly and automatically for the main quest areas in the world. This leads always to the minimum updated level of enemies in according new discovered areas. While certain NPC characters keep their level when it is discovered (example, mercs and Cult members). That's how i understood it at least.
And when I quickly tried check the current target I rushed without trying enter in cavern so the level +18 enemy I fall on was no way the target that was underground. :-)
