Do Polemarchs Respawn?

Got the quest to gather seals from dead Polemarchs that can be found in Spartan Forts. My issue is I like to free roam and did almost every fort in the game and the objective to kill polemarchs are complete so is there any way to get them to respawn? Does changing who rules the region reopen the fort objectives?

Yes, Polemarch respawn ,or more specific, reset. Most mobs you can even 'save scum' to get as the soldiers in forts populate on load in from save but polemarch are part of the checkmark system and every 3 quests you do (any quest) will reset locations, adding a Polemarch back to the site.

I also was sure about this but something weird just happened. Basically, I cleared a fort but no polemarch was there. Everyone was there, except for the polemarch. Can't understand what I did wrong.
