Regenerating Undiscovered Mercenaries

I am now a Tier 7 Merc and have killed over 20 other mercs, but it seems every time i restart my game the lower level mercs I have previously killed and showed as defeated now show as undiscovered. Is this part of the game or a glitch?

When clearing camps when they call for backup from mercs it seems 'new' generated lower or at my level mercs reappear. I'm now compalining that higher level mercs now dont come for me, but the fact that i've already killed everyone at levels 9 and 8 and new mercs appear is rather annoying.

new mercs always fill in.. just focus on the ones infront of you,
example: if you kill a tier 2, everyone below the guy you killed will move up 1 spot.. yourself included.. if you kill everyone infront of you, you move to Tier 1 :)

Yes, it's how it's designed.
