Report a translation problem
When you discover him, it's mentioned under the "who controls the territory".
It's also written "undiscovered leader" if you haven't found him yet.
But try to lure him out by weakening the area (kill soldiers, destroy supplies etc).
It's also possible the leader goes on a walk by himself.
Experienced it yesterday, at night-time. He just wandered around (alone, and the area wasn't weakened at all!!) and I had an easy kill.
Don't know if this was a bug or supposed to happen, maybe I just got lucky :)
There is one in each area
Actually im 70+ hours into the game and i dont think ive EVER seen a leader actually in the leader house besides the story one whom i wont mention :) Might be because i usually dont go looking for them till they are pretty weakened already so maybe they just roam out after a certain time.
Hm that's interesting, because I just visited two different regions yesterday and everytime the leader was in his house, heavily guarded.
Maybe it depends, but cool to see anyone experiences it differently :)
