Yes.
There are only 4 slots for MELEE abilities and 4 slots for RANGED abilities, which means, yes, you can only use 4 abilities for each, 5 if you count the 3 bar "ultimate" (but that does not go on the bar, you simply press R)
You do get 4 more slots later on, after reaching a certain level, but they cannot be used with the other 4. This is essentially a "respec". Another bar of abilities for a certain build you may be using or trying.
That's not quite right. You get a second set for melee/assassin abilities, and can swap between them whenever you want by pressing down while holding the ability button.
Personally I have a sneaky ability wheel and an open combat ability wheel.
no no. i knew that i cant use all but i thought a bar of 4 is a bit small for all the possible think. since i definitly have heal and ranged assassination in my bar leaves me with 2 slots.
but now that i know that i will have 2 bars, i can spec one for undetected / stealth and switch to the other one when im in combat.
