See if there are any drivers that are out of date.
Also if this is something new, has any been recently updated? Maybe try rolling it back to your previous version.
Generally speaking when I experience an overlay or handshake issue with a STEAM game ... it's the third parties software.
And as always ...
Verify the game files.
For this particular game maybe try this ...
(on the directory your install is)
GO>
SteamLibrary\steamapps\common\Assassins Creed Odyssey\Installer_Resources
Then run the
UPlayinstaller.exe
Do a fresh install of that, responding to any prompts if any.
EDIT: also i have only had this problem with steam and origin launcher after a game crashed without any error and was unable close the process normally , and thanks to you sir for trying to help :}
(verifying game file usually is as good as a re-install)
But to gain control of my machine I'd uninstall any software run amuck, then reinstall the Frankenstein.
Disable any windows cloud backups it may be attempting, if you use their cloud.
If it tries to take over anything else in the house unplug the Computer and get an old Priest and a young Priest.
and now i log in steam after a windows update and couldnt find the ac ody exe in the task manager details so it seems to be working now dont know if the update had anything to do with it lol .
EDIT: wow 800+ files didnt download and are being downloaded now, i forget if this version of AC has the new game + or was that not supplied by ubi and had to be modded thats the only thing i can think of as playing a new char with the massive grind just for the diff needs for upgrading everything was way too much and id never start a fresh game again i mean i finished game twice both chars 1 play through and it is just a massive chore lol.
in task manager details tab it still shows the ac odysy exe running but stopped and cant kill it because not autherized to do that or some such, :{
Here is the solution. Makes no sense to me, but it works, also, next time you quit the game, instead of quitting to desktop go to main menu first and then quit from there.
Anyway, try this:
To disable fast startup on Windows 11, use these steps: Open Control Panel. Click on Hardware and Sound.
...
Click the "Change settings that are currently unavailable" option.
Under the "Shutdown settings" section, check the "Turn on fast startup" option.
Click the Save changes button.
Restart your computer and it will no longer run.
Stopping the game on Steam just results in the game saying it's stopping but it doesn't do so.
Trying to bring up the Task manager no go. Doing a computer restart just freezes the computer forcing a hard reset.
Update: I tried your solution 'Sam' and turned off fast boot. This so far seemed to have worked on a quick trial. Will spend a few hours tomorrow and see if it still works.
Update: I have no idea what's going on but seems that the issue remains but one thing to note is if I play for say two hours save the game then exit then the sync seems to work ok but if playing for more than a few hours then you get the problem with Connect not syncing, refusing to stop running in Steam and the only way out is a hard reset. So yeah it's still an issue.
I'm glad to hear disabling fast boot seems to do the trick for this issue. We'll continue to monitor the thread and if these steps haven't worked for anyone else please let us know.

Knowing not to exit to desktop is great to avoid getting there, but the only way I've been able to get out of the loop of "already running" is:
1) Run MSConfig
2) flag the system for Selective startup (e.g. Safe Mode)
3) Reboot
4) Delete ACOdyssey.exe
5) Run MSConfig
6) Change back to Normal Startup
7) Reboot
8) In Steam Library, verify local files (will redownload ACOdyssey.exe)
9) Run Game
10) Never, ever, EVER try to Exit to Desktop again
if i had a dollar for every time they treated me like a criminal because they cant fix their own issiues and you need to get a crack just so you can play the games you paid for and that is me being polite :}
i have had to make sooooooo many new accounts with ubi just to be able to play the games that i buy thru their store, they cant even fix probs there im not poor but im not going to buy a new phone and get a new number every time i mean who in their right mind would design a system like that ?? lmao lmfao .

A quick question for those that are also having this issue, do you by any chance run on hardware with RGB effects? I have read that it may cause issues in general. Though, this is the only issue I am having at all, in any game, so I duuno..
