Yes . . . and it is more than enough if enemies have more hitpoints and deal more damage as you have to take care not to mindlessly engage on 1xall (or if you do, prepare for trouble).
I play on NIghtmare only and did some tests on Easy Light to check the difference (me 1shotting enemies the same level as me or lower lvl than me all over the place, lol, dont know what is fun about it, at least not for me, but I know that are people that enjoy it, or else Hack&Slash would not be a thing because it feels almost hack&slash) but I did not remember testing against mercenaries and special enemies to see if these get new abilities or if they change their attack patterns or are more aggressive, etc.
Or what?
Classic ACs enemies were always the same and you could engage against 20 at the same time and kill all 20 enemies in 2min or under by just mindlessly pressing dodge and attack while moving all over the place around and in-between the enemies.
Dont know too what you would expect from higher difficulty . . . More enemies? Different enemies? Enemies with more abilities? Enemies with different AI? (sorry but that last one, about better AI I am still to see at any action game).
I have no idea for "how long" he played the game, much less his Steam level, and it literally makes no difference, he still owns the game, but anyway his complain still dont make much sense as yes, more hitpoints (and more enemy damage) indeed makes the game harder and is basically the way the vast majority of games use to make harder difficulties.

Valve have changed how Steam profiles works few times so it's understandable.
In your profile you can see the Edit Profile button to the right, underneath your level and featured badge.
In there at the bottom of the left sidebar there's Privacy Settings tab and in there you can edit the visibility of your profile. The changes are saved automatically.
Onto more related reply; you can change up the combat to something to your liking, there are various ways to fight enemies.
I still would recommend to increase your difficulty even if you wouldn't like that idea, it would drive you to pursue to improve your strategy so you can overpower your enemies.
I play on nightmare difficulty, my bows and my assassination kills in one shot/hit.
That's my playstyle of course, you can choose whichever suits you the best.
Archery and assassination is my taste and I have to be more strategic and tactical with my attacks so I can kill them instantly and stealthfully.
It all depend on engravings and I change to be able to use abilities only if I want to heal or if I want to get a new pet or hire someone to my ship.
That's precisely one of the motivations that would rekindle the game for us all, engravings are obtainable through completing challenges so it won't make the game all too dull.
Most of us may forget and believe we need to ask the game to hold our hands, when we can just take control of the game and make our own fun.
In fact, I completely avoid as much as I can to do quests to avoid lvling up because I want to go against as higher lvl enemy as possible exactly because with my current gear fighting against my own level is like fighting dummies that will deal damage to me if I fail but I kill way too fast so the fight is not enjoyable (to me).
The fun of the game to me is the combat, the combat possibilities, the stealth possibilities and all the exploration where in my +180h into the game I am still around 50% main quests and still with some 10% to 15% (20% maybe) of the world to see, also because when I do certain locations such as forts I do it again, and again, and again, on different approaches or ways, like once I go full stealth and steal everything wihtout being seem, then I kill everyone with stealth, then I kill everyone stealth but starting from somewhere else at the fort, then I fight everyone head-on through front door, then I get stealthy inside and fight my way out killing everyone, then I free animals just to watch the fun when there is a bear, a lion or both caged inside the fort . . . I really may spend like 5h or more in 1 fort alone sometimes.
For all their fine talk of diversity and what not on the subject of modding they can be quite Intolerant and suppress our options.
I would have tried half enemy health and double damage!
