Actually, if you are with more items than what you can carry you get slow as a turtle, but using dodge to move make it as fast as you would run (for that short period of time of the dodge) and allow even for fighting while being that slow (tho not recommended, dismantle something to reduce the items count).
If sometimes you start moving way too slow, try to check if you are not under any effect (stun/slow terrain/fire/poison), when under a certain effect your character may move slower (or not at all) but if none of that is happening, check your fps (last thing I can think of).
That is also the case of slow-motion after perfect timed dodge, so everything is almost stopped but you also move a bit slower (I think it is intended so you can have a more clear view and timing to work with your moves and make better use of the slow motion effect after you perform a perfect timed dodge).
