I thought it was super easy but i also play a pure Hunter build.
With knockout arrows that whole quest took me maybe 15 minutes.

Dont know how difficult it is with a close combat build but there are some ways to knock people out if i remember correctly.

Just choke people. The only ones you can't choke unconscious are the statue/robot things.

Build for it and you can knock out mercenaries with a single punch.

A hard mission same to go killing the Shark both quest a quite weird..hehe.
