Unable to proceed any further with the game due to Area is not available, and fast travels and any other quests removed.

Not a bug, you have to do the quest before progressing. Everything comes back after the story takes you out of the city.

Still, can't proceed, because, after i giving the drugs of perikles. after that, im going to theater to find phoebe and the area is not available still blocking my way.

Head to Anastasios's House near the theater. Find the bodies first, investigate the house, then look for her. use Ikaros to find the house. After you investigate, then you hear her outside when it says leave the house and the following protect her event starts.
