If you collect all the pieces of a legendary set, all those pieces automatically scale up to your level, for one-time only.
But, that is a moot point & useless feature, because they almost instantly become useless again, because when you level up once more, the set items don't auto-level-up with you any more.
So therefore, if you hunt cultists before you are max level, then you will get stuck with tons of useless (because it is under-leveled, not because it is inherently useless) obsolete gear that you can't actually use, and that costs a ludicrous fortune to upgrade each piece.
In contrast, if you wait until you are max level before you hunt the cultists, then you receive all the best, max-level gear, which works perfectly fine and that you can actually use, and that you never have to pay anything to upgrade, much less a ludicrous fortune for every single piece.
However, the caveat to what I just said is: you also want to hunt enough cultists to upgrade your spear once more in addition to the first time you get an upgrade as part of the story, as upgrading your spear once more provides massive gameplay benefits (i.e a second melee skill wheel, more adrenaline, access to level 3 skills, etc).
So that's my advice for best practice: hunt just enough cultists to upgrade your spear once more beyond the story upgrade, then stop until you are max level.
All of the stuff I said bespeaks very bad design which should certainly be patched, and I've made thread complaining about it on this board before.

Thinking about it, though, I don't doubt for a second they wanted it this way to maximize the grind. Between this issue and their microtransactions, it's pretty shameless.
edit: Waiting until you are top lvl before hunting them is a sure fire massive grindfest in it's own right.
Wrong, all legendary gear can be upgraded.
Yes, I'm aware. The cost for legendary upgrades is pretty crazy, though.
Haven't made use of the ship storage yet, but I'm aware it's there.
I've been selling unused epics and dismantling rares and commons.
Still deciding what my later build will be but the reason why I asked for some feedback because I wasn't sure how the gear scaling worked.
I've been been doing mostly what you mentioned but, depending on the legendary set in question, I'm trying to avoid looting them too early unnecessarily. I guess my feedback question wasn't just for cultists but all npcs carrying legendaries.
But, yeah, at some point, I can't just keep avoiding them.
Is there a limit to ship storage?
Good idea. I've done this already by selectively targeting mercs for certain gear pieces when I'm not murdering them for advancement.

If you decide to do a ng+; before killing any cultist or whatever drops what legendary, make sure you are lvl99 first. This way they will get scaled to lvl 99 when you get them. But if you're wearing them on you or one of your loadouts / if they're in your inventory when the cultist mission starts, you'll have to collect all pieces instead of one. This eliminates the upgrade cost for ng+.
Also for people talking about don't because low level weapons, it doesn't matter. Not like u going to play 30 different builds in the same save file. U probably get 1/2 sets and stick with it.
