You will be able to preload game few days be for release.
Then when time come, you will be able to install it, Steam have compressed encoded files witch have to be properly installed, and play.
If you would get on Uplay, you just download the game and then wait for play button to get active.

No.
You can preload them early, but play only then when they get unlocked.
There is also way to unlock games early using VPN, especially
if the unlocking times are locked to time zones.
As mentioned be for, Steam have compressed game files witch decompressing can take a while, depending on your hardware.
You will be able to do that when the game gets unlocked, the only advantage on steam, you download less data.
In Uplay, the game files are decompressed and been installed straight away.
then just wait when the play button gets unlocked.

pre-loading allows you to download the game before release so on release day you dont have to download 30GB+, but its not playable until release
