Launching game sends CPU (10900K) core temp to 99C then full system lock
Bought the game onsale to test on a new system with 10900K and 2080Ti. Every time launching the game, CPU temp would shoot up to 99C and which point full system lock. Happens only to this game. Every other game runs fine.

Have you run a CPU stress test? Sounds like a hardware issue, no userspace program should be able to do anything like that unless there are underlying issues. The game does like to eat up CPU, so maybe the other games you run bottleneck on graphics before the CPU hits max.

I know the new Intel CPUs run pretty hot, but literally reaching boiling point sounds excessive, and the system shutting down to prevent damage is pretty standard if the temperature goes outside acceptable bounds. I'd take a look at the cooling, if the thermal paste is applied correctly first, that the fans are running as they should (that they are connected correctly if you use PWM and that they actually speed up under load so there's no problem with the motherboard or CPU temperature sensor), and if everything on that end seems fine, looking at replacing the heatsink with the most massive one available.

i dont know if 10900 are for desktop but if it is the problem came from cooling system, i play with a i9 9900k and never exeed 72 °C in stress test and i game between 49 - 58 ° C with noctua cooler NHU 12 S2 ( i replace the originals 120 fans by 2 other noctua fans industrial type who can reach 3000 rpm both )

in game fans never exeed max speed of 50 % .

did you set up your own temp system too ? before launching any games on it ?
with the new big CPUs you can and should never let the default temp set because they're not good for gaming.
u must set your own temp fans curve for cpu , gpu and case.

big cpu and gpu = bigs temps so need big setting before playing with it.
first you have bad cooling
second set you fps to 60 (if you have 60 hz)

no fps cap = allways 100% cpu or gpu

Figured it out, disabled game boost in MSI control center solved the issue.

With NZXT Z73, getting about 55c.

game boost in msi control center so u play on a laptop .... this is not good a big setup like this on a laptop
