i have all ostraka greece/elysium/underworld and atlantis but cant upgrade and am tier 9 maybe game bug ?

Have you found all steles in tombs too? Each one gives an extra ability point. You should have the Mastery Levels menu unlocked, which lets you spend ability points on extra "perks".

Both of the crit damage/chance "perks" you mentioned are under the Assassin tree in the Mastery Levels section.

Siberian, did you get all the Ostrakas? There are five each.

yes i did all ostrakas greece 60/elysium 5 /hades 5 /atlantis 5 and tier 9 but
They still seem locked in the engraving section i use only % 10 and % 2

If you are sure you did them OK - only two possible things I can think to check other than a bug and I don't think either would cause this, but: 1) The weapon you are trying to engrave needs to be upgraded?, 2) Do you have enough funds?

Looks pretty rare and UBI dropped the research on this apparently. Only solution is to start a new game or you could try new game plus again?

Siberian, I cannot find any other reference to this issue other than my previous link, I would try verifying your install or reinstall just to see if that helps and of course make sure the game is set to automagically update. If that does not work please open a case with UBI (https://support.ubisoft.com/en-us/games/5046) and copy that link in so they know there is history on this. I would be extremely upset if this happened to me so I am hoping they can assist if it comes to this.

Collect all Ainigmata ostraka in greece to upgrade the engraving that appeared there I already collected them all lol

Only one dot on the left side of the engraving symbols, means you have only solved one of the anigmata riddles. You may have found the clue, yet you haven't solved the riddle.

Solve the riddles, until you get all the dots filled in on the left side of the engraving. Do that first. Once you do. Hephastios will teach you the rest.

In your inventory, there will be a gold checkmark over the riddle documents which you have solved. No checkmark means you found the clue, but not the solution.
