It increases the charging speed for the charge attack with 50%.

The charge attack is a warrior ability where holding SHIFT + LMB = a heavy attack. If an enemy hits you while charging it cancels the attack, so +50% charging speed can be quite advantageous.

Charged heavy attack is the best with heavy weapons :) If you have high crit damage and chance you can basically K.O. anything in one blow.

Basically, to cut it super short and simple, it does exactly what it says, which is like half a second a full charged heavy attack.

Yes, all slot locations are equivalent.

If you use for example swords and dont use the heavy attack (shift + attack) then it is useless to have on your WPN.
