Hmm, I question that. I use my offhands for unique stats, with three I carry for different situations; underwater, 100% damage/25% health, and 25% damage to elites.
I'm 63, they are 40-47.
Just last night I wanted to see if leveling increased the stats. I leveled one from 47 to 63 and not one stat, of 4 changed, so I loaded the previous save.
I'll try again tonight with all 3.

JUST TESTED: Leveling the weapon doesn't upgrade engraving stats.
Engraving stats are upgraded by completing 'x of something' tasks associated with the engraving. In inventory click on the engraving icon and mouse over the engraving. It will show what you need to do for the next tier.
I keep three secondary weapons that I do not level with me for unique stats. I am 63, they are all in their 40's. You get all the stats applied from a single weapon in the second slot, even if you are not using it. If there is a damage stat, you get it. Example: underwater breathing from the Poseidon Trident applies even if it is not currently in your hand.
For example: An epic has a base damage modifier (buff hunter/warrior/assassin) and two engravings, all three of which will increase with the weapon's level.
Ah, that's probably why my test didn't show. The one's I applied did not level and the one's that came with the weapon were already leveled up.
