just like a fallout game which takes place in 2030 for example (that would be pre war) would still be called fallout because it takes place in the fallout universe.
the game is indeed meant to be like this, the level scaling is there by design. however if you want to assassinate more efficiantly then you have to use the right gear and the right abilities.
Every time you go past a blacksmith, check to see what gear there is. I don't really know what a good DPS number is at that level, but at 50 my assassin damage multiplier is over 150% with a crit chance of 50% and crit damage of 400%, my ordinary assassinations can crit for over 500,000 which kills just about anything.
It's a hundred hour game. You get loads and loads of gear in the ordinary course of play, you just have to keep an eye out for the right engravings among it all.
But if you are walking past a blacksmith anyway, take 30 seconds to skim the epics and see if there's something good. Theoretically you can get a 29% boost to assassination damage from one piece if you get lucky (14+10+5).
And it's not the values that matter, it's the combination of categories. The values go up when you upgrade or re-engrave.
As for headshots with bows, my hunter build can one shot everything through walls with the ghost arrows of artemis which is a free skill as you passively always have one adrenaline bar in the hunter tree. I've literally sat in corners outside of forts and cleared the entire forts without ever actually seeing my enemies or using more than just my mouse.
So, yeah, you can one shot everything in this game except for polymarchs/mercs who do indeed sometimes get one-shotted. You just need to actually use the stats for what you want, if you are running assassin, warrior damage gear won't help. Or for that matter, assassin damage with +20% beast health or something that's not in the assassin tree wont help either.
I do not use ghost arrows anymore because it takes all the challenge fun out of the game and just simply the ultimate cheese and yet it's the only ability you need outside of boss fights
The nice thing about crit is that it works in every situation. But you can't get a really high chance % until high level. Still it doesn't hurt to stash away the gear from the start even if you don't use it.

i am thankful ubi didn't just give me the game breaking mechanism right after i install the game.
I was also angry about the enemies and how tough(spongy) they were at first but my game is changed with one engraving. You should really try that. I felt like in the good ol' days like a true assassin:
