Pilgrim Set -100% bug ?

I haven't completed my set yet but online I read it is only -40% so is this a bug or what ?

I believe the unique perks for legendary sets were buffed to make them more viable

The engraving you unlock once you complete the set is -40% but the whole set, when equipped, is -100%.

I use that set exclusively on my assassin.

That engraving can be used for any character without the set.
