I graduated from DLC, but I did not kill all members of the Order of the Storm. I miss one:

Apparently, he spends a lot of time on the Shipwreck Bay. Unfortunately, I run like a fool there and I do not know where he is.

You get his clue if you search for the valuables as opposed to paying the 50K Drachmae. It's located on the deck of the shipwreck on the rocks where the lagoon meets the sea.
