I would stay away from Vegas.
This bug is annoying because assassins don't have many damage skills that can be boosted by the + damage type engraving, and crit assassin is an obvious build type. Hunter and warrior are actually more powerful than assassin, even though the name of the game is Assassin's Creed.
I made a thread about it in community support so feel free to bump it to get more attention for the bug. Devs never acknowledged it. https://steamcommunity.com/app/812140/discussions/1/1741103267262007046/
Actually it can crit, but I've only had it crit on level 1, 2, and the first hit of level 3. One of the things I really like doing is parrying into a hero strike which causes hero strike to auto-crit.
I really like this game it gets a lot of things right that other games in the genre miss, however the big jump and difference between level 3 and level 2 abilities (like hero strike) makes them a little too different and a bit much. I kind of wish that tapping the button would execute a level 2 while holding would execute a level 3 (when the level is up to level 3).
