How to call lieutenants ???

The game has told me at one point I can call my ship lieutenants to help in a fight, but it never told me how, there is no button in the controls screen that does it, there is no ability that does it, how do you get them to help in a fight??

Its an ability under the assassination tree called Call to Arms.

You don't call your lieutenants but a random one to distract enemies for you for like 30 seconds or something.

its an ability. it's pretty dumb too, I wish they would improve it. can only be used outside combat.
