legendary weapons

I know low level weapons have weaker stats that higher level weapons, and I've noticed that upgrading items doesn't upgrade the stat bonuses that come with the item, just it's raw dps or its raw armor but it won't up say its % damage bonuses.

With that in mind if I go find a legendary weapon at level 25 is it going to give me a weaker verision than if I'd found it at level 50? I don't mean just dps or armor wise I mean are the actual bonus stats going to be lower or are they fixed?

The first 5 lvls of bonus stats can be increased through various tasks and by lvling up. The 6th and 7th will increase with lvl

Every weapon I've seen that had a, say, 1-diamond stat at level 10, suddenly had 5 diamonds if I upgraded it to 50. Including legendaries.

It doesn't matter what level you find things at. They all upgrade to be identical. Engraving bonuses will only upgrade every few levels, not every single level.

edit: I guess I should add, this leaves room for 30 more levels (10 lvl X 3 dlc) if they go that route.
